The coalition was founded in 2007 by area social services agencies, Northern Ohio Recovery Association (NORA) as fiscal agent and grant manager, working with other social services organizations, concerned stakeholders (City of East Cleveland, East Cleveland City Schools…) and involved parents, youth, City Council members, and ministers who were concerned about substance use and abuse in our community, particularly among the youth.
